Rochester police say they were forced to tackle a minor child to the ground yesterday when she became agitated at the sight of her custodial parent during a family trouble incident.
The parent informed police the child intended self-harm. Police say they were forced to handcuff and detain her in the back of a patrol car until an ambulance arrived. They say they were forced to use a chemical irritant to get her into the car.
The department is reviewing body camera footage as part of an internal review of the incident.
