Gov. Cuomo Blames New Federal Tax Code for NYS Budget Shortfalls

Governor Cuomo says the state faces a major budget shortfall and he's blaming the recent changes to the federal tax code, and states that when the state and local tax deduction was capped at 10-thousand-dollars, it forced the richest New Yorkers to move elsewhere.

He praised New York's progressive tax structure, but says there's a real risk when wealthy people move out of the state.

Cuomo also said he believes New York's congressional representatives should refuse to pass a federal budget unless the changes to the tax code are repealed.
