Monroe County Executive Maggie Brooks has declared a state of emergency in advance of damage expected by Hurricane Sandy.

Brooks says by making that declaration, it gives her added flexibility in terms of travel restrictions and looking for any state or federal aid.

She also announced that the Irondequoit Bay Bridge will open earlier than scheduled. It was going to open on Thursday, but it is opening as of Monday to provide alternate travel routes.

The Red Cross is also opening two shelters on Monday afternoon,  The Dome Arena on East Henrietta Road and the Brighton Prebyterian Church on East Avenue.

Brooks says the biggest concern is for damage along the Lake Ontario shoreline due to high winds.

Rochester Mayor Tom Richards also declared a state of emergency for the city. He says the city fire department is also beefing up staffing.
