Court of Appeals Hears Rochester Police Discipline Case

Arguments were heard this afternoon by the state's highest court over whether the Rochester Police Accountability Board can discipline police officers.

Attorney Andrew Celli, speaking for The City of Rochester, told The Court of Appeals it has the right to discipline officers, and the police union contract does not control the process.

The city argues it has that right under its charter.

The Locust Club argues the city gave up that right to control police discipline when it brought its charter in line with New York's Taylor Law back in 1985.

Attorney Daniel DeBoldt says officer discipline must be collectively bargained under that law.

Lower courts have sided with the Locust Club in previous rulings.

The Court of Appeals will rule after considering today's testimony.
