A Rochester bar where a man was shot and killed last month has been allowed to reopen.
Rochester police have authority through a city emergency order to temporarily close businesses where shootings happen and have been the source of frequent nuisance reports.
The Black Bear Pub was closed after a man was killed outside.
The owners went to court last week to challenge the order.
Police say the owners and the city have worked out a compliance plan, allowing the bar to reopen.
