The group "Unshackle Upstate" was in Albany Tuesday, releasing a 5 point plan to move New York's economy forward
The group wants to cut state income taxes by 25 percent for those making less than 50-thousand-dollars a year......cut the Corporate Franchise Tax for Upstate businesses by a fourth....and cut the state sales tax in half for targeted upstate counties.
That's for starters. They also want to develop the Marcellus Shale and cut the state's assessment on energy for upstate manufacturing companies.
They say this will cost the state point-six percent of its projected budget --- in return for helping reverse Upstate's history of rising taxes and dwindling population.
